Description:Oval cobbled and paved base. A cast iron noticeboard supported by a sculpture of an upright pen and nib to the west and by a sculpture of a newspaper 'web' on the east. The 'web' holds five cast iron newspapers on either side, each with 'County Times' in raised letters at the top.
Signatures:Vertical on the rear of the pen and nib, the artist's monogram and:
